This is a small Visual Basic program which allows you to calculate what level monster can drop an item with the prefixes and suffixes you desire.  It will also give you a recommended character level at which to imbue a base item to obtain those prefixes and suffixes.  Very handy!  All programmed by , and donated to the Lounge.  There are three versions:

1) The standard program (20 KB).

2) The full installation (1,425 KB), which is needed if you don't have some required visual basic dll files on your computer.  Use this if the first file doesn't run.

3) The source code (17 KB).  Try this if you're curious, have visual basic, and prefer to make your own executables rather than running someone else's.
