Based upon the Weapon Speed Mechanics study by Trucidation and Crystalion at the Lurker Lounge, David's javascript calculator is a handy on-line tool for finding the exact swing speed of a weapon on any character. Much like MoroccoMole's Speed Calculator, this calculator has the advantage of being on-line and thus it's compatible with all computer types. Many thanks go to

Weapon choices listed here are determined by the "Weapon Type" selection up above.
A few issues that come up with this tool:
SIAS stands for "Slightly Increased Attack Speed". It is comparable to Readiness, and can be found on Weapons, Scepters, Wands, Staves, Bows, or Gloves.
IAS stands for "Increased Attack Speed". It is comparable to Alacrity (on Weapons, Scepters, Wands, Staves, or Bows) or Swiftness (on Weapons or Scepters). If you have a Weapon or Scepter, you cannot determine which one it is. A Bow, Crossbow, or Unique Item would always be of Alacrity, since these weapons never occur with Swiftness or Quickness.
GIAS stands for "Greatly Increased Attack Speed". It is comparable to Quickness, and is found only on Weapons or Scepters. GIAS is reported [unconfirmed] to support multiple levels of "Greatly Increased Attack Speed". Specifically:
The attribute Quickness gives an increase of 40.
Quest items: Staff of Kings, Horadric Staff, Khalim's Flail, and Khalim's Will reportedly have a speed of 50. (To compute such a result, you need to check Quickness up above AND enter a value of 10 in the "Misc. Extra Speed" box up above.
Other Unique items with GIAS (e.g. Witherstring) are reported to only have a speed value of 30. Use the Swiftness button up above for such items.
Miscellaneous:
This web page has a known javascript problem if you refer to relative-anchors inside of it. (Specifically, it doesn't recreate the "weapon speeds" table properly.) I'll look into it when I have time.
