Well, by definition, they are, as Poland is in fact a Europeon country. You are getting into the whole politics of it now, which is not the point of this thread.
Its been my experience that the dueling rules seem to vary from individual to individual, especially in the Europeon communities. But whatever the case is, lets agree to some some rules, if 8 pot/offensive spells works for you, great...and lets get some nice duels going! Its time to bring some life back into this great game, and this is one excellent way to do it IMO. PvP is as much an art form as anything else in this game, whether it be Ironman, playing LOL, Purist, Hardcore, or whatever.
