That is exactly what happens in most republics, for better and worse.
In my own country, given voter turnout in the 60 to 65 percentile range, every four f*****ing years
a minority of the population (35-40% is a minority) sets the political agenda by virtue of whom they elect, or don't.
This isn't even math: it is arithmetic.
