Stormrage had been queue free for weeks, and the queues are not that bad right now even with the lower caps (they lowered the caps due to lag problems over the past week). According to wowcensus, Stormrage is the most populous "Normal" server and I really haven't had that many problems with it.
Stormrage has only ever had queues when the caps were lowered for various reasons, hopefully by the next maintainance they fix whatever's going on a raise the caps back to normal.
I think Blizzard jumped all over the idea of transfers when they saw the problems that cropped up. Then two things happened: they realized it would be a lot of work and the realms actually started working.
It really is amazing the different things people say about the game, depending on which server they picked. It's obviously not purely related to character counts, as Stormrage kills the other "Normal" servers and was within the top 10 total when I last checked wowcensus.

Trust me, it's not a matter of WoW hitting shelves again. Stormrage didn't get that much more popular in less than a week. Let's just hope this "hardware solution" comes quick.
