Doesn't that depend on the size and design of the unit? I am not going to argue about the "industrial strength" coolers you refer to: if ammonia were not a more cost effective option in those monsters, I doubt it would be used. :)
However, for the car sized units, window units, and even small household units, isn't the weight, plumbing and mass flow problem a different problem to solve? Not everything scales up and down seamlessly.
