Enchants
Head: Earthen Ring
Back: Protection (250 armor)
Chest: Greater Stamina (75 stamina)
Wrists: Dodge (50 dodge)
Hands: Glove Reinforcements (240 armor)
Legs: Charscale Leg Armor (145 stamina/55 agility)
Feet: Earthen Vitality (30 stamina/minor run speed)
Weapon: cheap Mighty Agility (130 agility) or expensive Windwalk (600 dodge/increased move speed on proc)

Couple things aren't right. For stat priorities

Armor > agility/sta > dodge > mastery > crit > exp = hit > haste

agility vs sta really depends on where you are at in survivability vs mitigation. agi is a significantly better mitigation stat. My goal is to keep my survivability and mitigation metrics in rawr roughly the same. Haste is far and away the worst state for bears.

for re-forging haste > hit = exp to dodge. Always reforge haste first.

I tend to gem dodge/agi for yellow, agi for red, agi/sta for blue, but do make exceptions to balance my survivability and mitigation.

for enchants

chest - peerless stats is slightly better than the sta enchant but they're pretty close.
weapon - 130 agi is always the best choice.
wrists - 50 agi if you can afford it, 50 dodge on the cheap

oh and as a side note, don't sacrifice agi on off items like rings and necklaces to get "tanking stats" even though strength is still decent, agi is the most important stat.
