Well its not.  And I found your comment less then helpful.

Many guilds can down Rag following a similar strat on FR to the one I just described.  Our guild alliance just broke up, but the bigger guild in it got Rag the next week with just such a strat.

If you want a productive discussion, put numbers to it.  For example, would you really have your healers take off their Seal of Archmagus in favor of green ring of 17 fire resist for lava packs?  For Rag?  What if they had 200 FR already?  What if they only had 50 if they put on the seal?

High amount is 200+ unbuffed. The classes I listed with that high of a fire resistance make it a lot more likely that raid progresses smoothly. With the listing of what you gave means that raids will have a lot more difficulty or will limit exactly who in the raid can do what. For Rag-OH-NOES alone, if you don't give the other meleers high amounts of FR, it as good as not having them their as they will take too many healing resources when they shouldn't be (a dead player brings nothing to the run, a player that is alive and takes little in the way of healing resources means the raid has a better chance). Likewise, when it comes to the Lava Packs, anytime the Warlocks or the Healers end up stunned due to the Pyro, it's bad for the Raid, so having them resist these kinds of things makes it more likely for the Raid to have little problems while having little in the way of FR for said classes means it's potentially more likely to wipe or potentially lose most of the raid.
