im using max fanatiscm so 35 EIAS there

then

Reading diabloii.net tables

55 ias ---------> 6 fpa smite

So if i socket heavens "shael shael" is smite at 6 fpa or its just ias outside weapon that matters ?

With just the fanaticism and scepter, you'll have a 7 frame smite. You need an additional 34% IAS for a 6 frame smite. Both weapon IAS and off-weapon IAS count.
