20 seconds total. FA is a set 2 seconds at all skill levels.

Blink doesn't stack with anything. Cold damage belts are 5 seconds. I would think dual wielding wouldn't change anything, since you have to hit with the paticular weapon to get the cold damage. Perfect sapphires are 3 seconds appiece. 3 gives you 9 seconds(duh).

They stack up. In NM/Hell the times are cut by 1/2 and 1/4 respectfully. Blink doesn't stack at all, only way to increase the time with it is by leveling up. FA and Ice Arrow will add their respective times together with whatever items you have and turn it all into freeze time. The best you can get with FA is 30 seconds, using a triple saph bow with a 12 sec eye, Frostburns(2 seconds of chill) and a cold damage belt. I'm not sure what you can get with Ice arrow, cuz I'm not sure of the freeze time at level 20+. Also, ammys with cold damage other than EoE are 5 second.
