How much will taxpayers shoulder?

China's exchange rate policies have been challenged through the IMF, the WTO, and the GATT. It seems to be a strong argument that, from the rules of those bodies, what China is doing qualifies as a subsidy.

Is there evidence in there, that China is engaged in manipulations of the yuan for competitive gain? Could you provide some references for that, just to enlighten me?

I seem to recall making this point earlier, that the Chinese consumer is taking the brunt of this in terms of quality of living.
