Not a true "sequel" but many of the people who worked on the original game are going to work on this new one. I am also a backer of Wasteland 2, another inXile project. This new one funded in 6 hours, but it's still open.
Confession: while I bought the original in a bargain bin years after it was released, I've never played it.

I doubt I will be buying Torment, however I too am a backer of Wasteland 2 and am very much looking to forward to its release. The original Wasteland remains my favorite game (after WoW, I suppose). Wasteland is the only computer game I play other than WoW, although I still keep my DII characters refreshed and have DIII installed, should I ever want to play it.
I've had Wasteland a quarter of a century -- as I've had the Commodore that's sitting on my desk.

There's an option to pledge and receive both games, and I've backed that one. Saw the post on kotaku. 2 days and 2 million already pledged. Dec 2014 expected release, so nowhere in the near future.
All kickstarters have the chance of being wasted money--but I am so a fan of the Brian Fargo / Interplay works. We'll see what occurs when they release.
