You need to see the actual article in CGW...they have a map of Outlands and there is something that they haven't mentioned on the BC site or really mentioned in the article, but it's on the map...

Blackwing's Lair is on the east side of the Outlands map. No mention in the article or the BC site, but it's right there.

Actually, this is a repost

And looking at the scan, it says Deathwing, not Blackwing.

Deathwing is the father of Ony/Blackwing. He is the original aspect of Earth.

And if you look at the scan, you'll see that the article specifically says that the map is from Warcraft II and that the Outlands map for World of Warcraft may be radically different. However, I suppose something as important as Deathwing's Lair would probably stay in the new map.
